The project helped the Government of Peru implement its new natural gas regulatory framework, with regulations, guidelines, and procedures based on recognized industry standards. The project was instrumental in building the capacity of regulatory agencies to design, construct, and operate natural gas transmission and distribution pipelines. It helped establish the General Office for Social Management (OGGS) within the Ministry of Energy and Mines. The OGGS addresses the needs of local communities involved in the hydrocarbon sector and evaluates the corporate social management perspectives, policies, and practices of hydrocarbon companies active in Peru and wishing to enter Peru. The project also contributed to the development of government guidelines for early communication and consultation with local and indigenous communities. It supported the development of energy balance and forecasting models, used by the Government of Peru and its regions for energy planning and policy making. It was instrumental in helping to develop the Petrochemical Promotion Law. It supported efforts to promote investment in the hydrocarbon sector, including exploration activities that resulted in a record number of contracts (23) in 2007.
