Since the start of the project, 7,300 farmers have been trained in water harvesting, irrigation, and watershed management by project supported districts, for a cumulative total of 21,952 (3,254 female). As a result of this training, local watershed management has improved, with an average of 58 percent (1,232 hectares) of six watersheds protected by fences, terracing, and other biological and physical conservation structures. Eleven percent of this coverage was achieved in the reporting year. The project supported piloting of 82 household water harvesting structures which include ponds and wells, have resulted in the construction of more than 1,500 additional ponds and wells from local government resources. The project has also contributed to improved institutional capacity of government partners which has resulted in the design of 41 small to medium scale irrigation schemes by government partners since 2009/2010. Improved management of all irrigation schemes built and rehabilitated by the project resulted in the formation of 24 new water user associations and the strengthening of four existing ones. These measures have increased the availability of water for agricultural use and are contributing to improved agricultural production and food security. | Donor country personnel | Bilateral | Aid grant excluding debt reorganisation | Global Affairs Canada | WGM Africa | Pre-APP | ["Gender equality", "Environmental sustainability (cross-cutting)", "Participatory development and good governance", "Trade development", "Biodiversity", "Climate change mitigation", "Climate Change Adaptation", "Urban issues", "Desertification", "Children's issues", "Youth Issues", "Indigenous Issues", "Disability", "ICT as a tool for development"] | ["500000.00", "5600000.00", "4600000.00", "3600000.00", "1350000.00", "1280000.00", "0.00"] | ["11.500000 38.500000"] | ["2005000005"] | ["Hydrosult Inc. These have contributed to more effective administration and operation of the two Colleges of Health Technology, which in turn leads to better trained, gender-sensitive primary health care personnel working effectively in the community. | Donor country personnel | Bilateral | Aid grant excluding debt reorganisation | Global Affairs Canada | WGM Africa | Pre-APP | ["Gender equality", "Environmental sustainability (cross-cutting)", "Participatory development and good governance", "Trade development", "Biodiversity", "Climate change mitigation", "Climate Change Adaptation", "Urban issues", "Desertification", "Children's issues", "Youth Issues", "Indigenous Issues", "Disability", "ICT as a tool for development"] | ["100000.00", "5000000.00", "5500000.00", "4500000.00", "4900000.00", "0.00"] | ["5.750000 8.500000"] | ["2003000541"] | ["Alinea International Ltd "] | ["19508987.50"]
30 | CA-3-A031274001 | 2025-03-04T06:33:31 | Nigeria Evidence-Based Health Systems Initiative (NEHSI) | The purpose of this project is to improve state and local health governance and capacity in the states of Bauchi and Cross River. This is achieved through the development of an effective gender-sensitive health information system that is used to plan and improve primary health care services for citizens. In particular, the project aims to strengthen the reliability, consistency, and availability of gender-sensitive health data; increase participation and engagement by community members (women and men) in health services and health planning; strengthen institutional capacity to plan, budget, and deliver primary health care services; and strengthen local ownership and understanding of the project, to explore the potential of extending it into other states. | Closed | 2008-07-11T00:00:00 | 2014-11-28T00:00:00 | ["Nigeria 100.00%"] | IDRC - International Development Research Centre | ["Health policy and administrative management 100.00%"] | 17232921.82 | Results achieved as of July 2014 include: (1) assisting two state governments to transition from using paper-based health data collection forms to using mobile technology, thereby improving the turnaround time for analysis, referral and reporting; (2) informing more than 10,000 people on maternal health through an evidence-based docudrama, including discussions on what pregnant women and their families can do to ensure a healthy pregnancy; (3) holding advocacy and sensitization meetings with nearly 1,400 community leaders to integrate the data collected into existing health and information systems for actionable change to policy and practice; (4) supporting a youth version of the docudrama developed in collaboration with youth and holding discussions on maternal health issues in which 602 youth participated; (5) informing more than 28,000 women and men through docudramas focused on child health measures including the prevention of childhood illnesses and key corrective actions to take; (6) improving women’s use of maternal health services (by identifying 24,253 women of childbearing age and registering 5,501 pregnant women for monitoring); (7) identifying 39,426 households where mothers are at risk of ill-health, 22,745 pregnant women and 3,264 newborns to schedule prenatal and post-natal visits; and (8) increasing the use of evidence in planning and budgeting for health services by providing training on the subject to 764 female state and local government employees in Cross River and Bauchi and by collecting accurate health data. These activities are leading to improved participation and engagement by community members, including women, in health services and health planning. The project helped the Government of Peru implement its new natural gas regulatory framework, with regulations, guidelines, and procedures based on recognized industry standards. The project was instrumental in building the capacity of regulatory agencies to design, construct, and operate natural gas transmission and distribution pipelines. It helped establish the General Office for Social Management (OGGS) within the Ministry of Energy and Mines. The OGGS addresses the needs of local communities involved in the hydrocarbon sector and evaluates the corporate social management perspectives, policies, and practices of hydrocarbon companies active in Peru and wishing to enter Peru. The project also contributed to the development of government guidelines for early communication and consultation with local and indigenous communities. It supported the development of energy balance and forecasting models, used by the Government of Peru and its regions for energy planning and policy making. It was instrumental in helping to develop the Petrochemical Promotion Law. It supported efforts to promote investment in the hydrocarbon sector, including exploration activities that resulted in a record number of contracts (23) in 2007. 52 | CA-3-A031792001 | 2025-03-04T06:33:31 | Canada's HIV/AIDS Program in Tanzania | This project supports the implementation of Tanzania's National Multi-sectoral Strategic Framework for HIV/AIDS. The Framework encompasses a wide variety of activities in prevention, care, treatment, and impact mitigation of HIV/AIDS. Canada's support through this project enables the Government of Tanzania to expand the level and scope of its expenditures on HIV/AIDS throughout all ministries, departments and agencies and all levels of government, with the majority of funding being provided for activities at the district level. CIDA is working in close collaboration with other donors and the Government of Tanzania to strengthen the effectiveness of its aid through: focusing on effective, transparent, and accountable country systems; increasing coordination and harmonization among donors; and reinforcing mutual accountability. This project fosters greater policy dialogue between CIDA, the Government of Tanzania, and partners, which helps to reinforce efforts for effective, focused aid and long-term development results. Continuous monitoring and evaluation of this project is undertaken in coordination with other donors. The results expected from this project include not only nation-wide progress in addressing HIV/AIDS, but also improvements in the Government of Tanzania's capacity to manage and administer these services, particularly in the areas of transparency, financial management, and accountability. These build on results achieved from CIDA's previous support to Canada's HIV/AIDS Program in Tanzania, which include 55% of mothers receiving antiretroviral (ARV) combination treatment to prevent mother-to-child transmission of HIV in 2008 compared to 34% in 2007. | Closed | 2006-12-01T00:00:00 | 2009-11-13T00:00:00 | ["Tanzania 100.00%"] | Government of Tanzania - Ministry of Finance | ["STD control including HIV/AIDS 75.00%", "Social mitigation of HIV/AIDS 25.00%"] | 19900000.00 | Results achieved as of the end of the project (May 2008) include: an increase in the percentage of youth 15–24 who used a condom at first sexual experience from 17% (women) and 26% (men) to 24% and 29% respectively; detection of HIV status among young people improved between 2003–2004 and 2007–2008 from a percentage of 5.9% to 15.2% for males aged 15–24 and from 5.3% to 15.2% for women aged 15–24; and 36% of adults and children with advanced HIV infection received Anti-Retroviral Therapy (ART) in 2008. The project focuses on measures that increase transparency, accountability, and compliance in data collection and analysis in order to support broader governance priorities. Expected results include an integrated system of household surveys, an improved system for compiling economic data, and a new system of environmental-economic accounts. The project includes visits to China by Canadian experts to facilitate the transfer of knowledge about international and Canadian best practices. The capacity of China's National Bureau of Statistics is enhanced through activities such as training in survey design, methodologies for data collection, business registration, and the review of environmental data. | Closed | 2005-11-15T00:00:00 | 2013-04-30T00:00:00 | ["China 100.00%"] | Statistics Canada | ["Statistical capacity building 80.00%", "Environmental policy and administrative management 20.00%"] | 13087032.38 | Results as of October 2011 include: CIDA’s contribution has led to the development and implementation of an integrated household survey based on international standards. The integrated household survey will produce a range of social statistics including statistics related to poverty, income distribution, and marginalized populations. Prior to this, China had separate rural and urban household surveys, using different methodologies and indicators, which meant that the data was not comparable and was difficult to use. Through the project’s economic statistics component, China’s GDP calculation has improved, bringing it in line with the United Nations’ System of National Accounts, which is the international standard. A unified set of surveys has been developed to measure the impact of different business sectors on the economy, providing accurate data for the use of policy makers, investors, and academics. Through the environmental component, the project assisted the National Bureau of Statistics in developing its first-ever set of environmental accounts, including energy use, air quality and water quality indicators, in line with international standards. In addition, China’s first Environmental Protection Expenditure classification system has been developed, also in line with international standards. These results will provide Chinese policy makers with essential data for evidence-based decisions related to social, economic and environmental issues. | Donor country personnel | Bilateral | Aid grant excluding debt reorganisation | Global Affairs Canada | OGM Indo-Pacific | Pre-APP | ["Gender equality", "Environmental sustainability (cross-cutting)", "Participatory development and good governance", "Trade development", "Biodiversity", "Climate change mitigation", "Climate Change Adaptation", "Urban issues", "Desertification", "Children's issues", "Youth Issues", "Indigenous Issues", "Disability", "ICT as a tool for development"] | ["1450000.00", "3102499.00", "3112499.00", "2732500.00", "2602502.00"] | ["39.9075 116.39723"] | ["2005000397"] | ["Statistics Canada "] | ["13087032.38", "1540.00", "-1540.00", "1551.16", "436.28", "1263.78", "701.83", "91.84", "2100.00", "174.14", "2010.11", "6161.70", "5743.70", "11773.54", "1916.66", "8630.58", "723.60", "1437.92", "547.50", "712.37", "142.30", "193.15", "2965.50", "11971.06", "21266.24", "6488.87", "1749.73", "3599.92", "8330.47", "5778.06", "947.14", "552.26", "1128.26", "-435.98", "4382.43", "-1235.27", "12369.66", "-871.96", "19830.37", "-319.72", "3345.40", "-82.33", "15435.82", "-290.65", "3038.67", "336.28", "3141.04", "4708.02"]

Overall, the evaluation found that DWAP has been a very successful activity. It has helped to deepen the administrative and accountability dimensions of decentralization in northern Ghana. It has also demonstrated the viability of decentralized budget support. Canadian funding, delivered through this project, financed 761 initiatives drawn from district development plans in 38 districts in Northern Ghana. Of the total initiatives, 488 are in the education sector (classrooms, sanitation facilities, school furniture). Currently, an estimated 40,000 students, including approximately 16,000 girls, benefit each year from the enhanced learning environments in 1,100 new classrooms. ECOWAS is a West African intergovernmental institution responsible for economically integrating its 15 member countries, promoting regional cooperation in key areas of development, preventing conflict, and peacekeeping in the region. ECOWAS provides support in the form of technical assistance. It also provides direct financial support to help implement a Commission capacity-building program, so it can carry out its mandate more efficiently and effectively. | Closed | 2006-03-30T00:00:00 | 2013-08-29T00:00:00 | ECOWAS - Economic Community of West African States | ["Public sector policy and administrative management 75.00%", "Democratic participation and civil society 25.00%"] | 5413006.82 | Overall results achieved from the technical assistance (2006-2012): The recruitment and training of 6 key staff within the Finance and Administration Commission and the implementation of new internationally accepted human resources, procurement and accounting procedures and methods have resulted in increasing the management capacity of the Commission. This, in turn, has contributed to a better positioning of the ECOWAS with respect to international standards in procurement, human resources and financial management. This improvement helps build its authority as a Regional Economic Community. Results from the pool fund achieved in 2010, 2011 & 2012: The dialogue with Member States and key stakeholders, that led to identify priorities in regional policies for economic growth and resources needs in West Africa, has resulted in elaborating a new ECOWAS Strategic Plan and a Medium-Term Regional Action Plan used by the Commission and its Member States as the framework to promote citizen ownership of the ECOWAS 2020 Vision. The recruitment of 4 economists to harmonize regional policies, the implementation of a database to monitor the economic situation and the training of 130 economists from the 15 Member States of the ECOWAS in macroeconomic analysis and simulation have strengthened the capacity of ECOWAS and Member States for the socioeconomic analysis and planning. This has resulted in the development of 15 national socioeconomic models that will serve to prioritize, plan and conduct impact assessments. In the medium term, these quantitative and long-term planning models will contribute to strengthening the consistency of programs, projects and development policies within the ECOWAS Region, in view of accelerating and deepening the regional economic integration. | Project-type interventions | Bilateral | Aid grant excluding debt reorganisation | Global Affairs Canada | WGM Africa | Pre-APP | ["Gender equality", "Environmental sustainability (cross-cutting)", "Participatory development and good governance", "Trade development", "Biodiversity", "Climate change mitigation", "Climate Change Adaptation", "Urban issues", "Desertification", "Children's issues", "Youth Issues", "Indigenous Issues", "Disability", "ICT as a tool for development"] | ["South of Sahara, regional"] | ["700000.00", "1450000.00", "1200000.00", "950000.00", "850000.00", "600000.00"] | ["14.6937 -17.44406", "6.30054 -10.7969", "6.82055 -5.27674", "5.55602 -0.1969", "9.05785 7.49508", "12.36566 -1.53388", "6.13748 1.21227", "11.86357 -15.59767", "18.08581 -15.9785", "6.49646 2.60359", "8.484 -13.22994", "13.45 -16.57", "9.53795 -13.67729", "13.51366 2.1098", "12.65 -8", "14.93152 -23.51254"] | ["2005000709"] | ["ECOWAS - Economic Community of West African States "] | ["5413006.82", "3381.56", "500000.00", "500000.00", "-1906.78", "500000.00", "-1906.78", "1906.78", "500000.00", "500000.00", "500000.00"]

The program has strengthened the component of complementary training provided to individuals and farmer organizations (e.g. sustainable farming techniques), private sector enterprises, and local governments (e.g. managing labour intensive projects and maintaining infrastructure). | Closed | 2010-03-29T00:00:00 | 2012-11-20T00:00:00 | ["Rwanda 100.00%"] | Government of the Netherlands - Ministry of Foreign Affairs | ["Public sector policy and administrative management 10.00%", "Road transport 15.00%", "Agricultural development 10.00%", "Agricultural land resources 20.00%", "Agricultural water resources 20.00%", "Agricultural education/training 5.00%", "Agricultural co-operatives 5.00%", "Small and medium-sized enterprises (SME) development 5.00%", "Bio-diversity 10.00%"] | 3000000.00 | End of project results include: To prevent soil erosion, 180 hectares of terraces were constructed along with 617 km of infiltration galleries. 240 hectares of marshland have been improved for year round intensive agriculture. A total of 33.4 km of feeder roads have been constructed or rehabilitated. External monitoring concluded that these roads have contributed to the economic development of the communities they serve. The effect of labour-intensive activities was visible and confirmed by local authorities. Marshland development, including environmental protection, and road works have enabled those employed to earn a regular income for extended periods: more than 18 months at a rate of 22 working days per month. By the end of the project, positive impacts were visible in households in the region where incomes have increased. Goats were purchased using additional income. The number of motorcycle taxis increased, because workers can afford to use them. The number of new small businesses and the number of renovated or rehabilitated houses increased. | Project-type interventions | Bilateral | Aid grant excluding debt reorganisation | Global Affairs Canada | WGM Africa | Pre-APP | ["Gender equality", "Environmental sustainability (cross-cutting)", "Participatory development and good governance", "Trade development", "Biodiversity", "Climate change mitigation", "Climate Change Adaptation", "Urban issues", "Desertification", "Children's issues", "Youth Issues", "Indigenous Issues", "Disability", "ICT as a tool for development"] | ["2400000.00", "300000.00", "300000.00"] | ["-1.94995 30.05885"] | ["2010200011"] | ["Government of the Netherlands - Ministry of Foreign Affairs "] | ["3000000.00", "2400000.00", "450000.00", "150000.00"]

This project responds to the capacity building needs in the Vietnamese legal-judicial sector by working with the Supreme People's Court, the Ministry of Justice, and select civil society organizations to improve the administration of justice in Vietnam and increase knowledge of, and access to, the legal system, particularly for poor and disadvantaged groups. In particular, the project focuses on building the capacity of the Ministry of Justice's Judicial Academy and the Supreme People's Court's Judicial Training School to develop strategic plans and deliver quality professional skills training to legal and judicial personnel, in line with international legal standards and principles, including gender equality principles. Support is also provided for the planning and implementation of a Supreme People's Court strategic plan for the administration and procedural reform of courts. In addition, the project works to enhance the capacity of two to three Vietnamese civil society organisations to help them actively engage in the legal reform policymaking process and deliver sustainable and appropriate dispute resolution services to the poor, women, and ethnic minorities. 98 | CA-3-A032121001 | 2025-03-04T06:33:31 | Support for the Education Sector | This initiative forms the cornerstone of Canada’s support in achieving development objectives in education in Senegal, especially the second Millennium Development Goal. The main focus of this contribution is to help the Government of Senegal’s Ministry of Education to implement its Ten-year Plan for Education and Training (2001-2010). This contribution also supports the Ministry of Economy and Finance in monitoring implementation of the Government’s poverty reduction strategy and the Government’s public finance and procurement reforms. Activities are also planned to strengthen technical and management expertise in the three targeted components: education, poverty reduction, and financial management reform. As with all budget support initiatives, Canada is working in close cooperation with other donors and the Government of Senegal to strengthen its aid effectiveness, by focussing on effective, transparent, and accountable country systems; increasing donor coordination and harmonization; and strengthening mutual accountability. Sector-wide budgetary support also fosters greater policy dialogue among CIDA, government, and partners, thus helping to strengthen efforts for effective, focussed aid, as well as long-term development results. This initiative is continuously monitored and evaluated in coordination with other donors. This initiative’s expected results include progress throughout Senegal in areas such as access to education (for girls and boys), improved quality of education, and increased literacy. Additional expected results include progress in other areas, such as improvements in the transparency and rigour of public financial management, and overall capacity building and better governance of Senegal’s education system. All this helps to build overall capacity in Senegal and to sustain results achieved, long after the initiative is completed. | Closed | 2007-12-18T00:00:00 | 2012-12-31T00:00:00 | ["Senegal 100.00%"] | Government of Senegal - Ministry of Education | ["Education policy and administrative management 90.00%", "Public finance management 10.00%"] | 103024927.40 | Results achieved as of the end of the project (May 2012) include: (1) the classroom construction rate more than doubled between 2007 and 2010, from 45.75% to 97.8%, while enrolment in literacy programs grew by 86%; (2) Senegal’s overall enrolment rate was 93.9% in 2011. The rate for girls (98.6%) is higher than that for boys (89.5%) by a margin of 9.1%; and (3) the primary-school graduation rate went from 59.1% in 2010 to 66.5% in 2011, a 7.4% jump. 100 | CA-3-A032124001 | 2025-03-04T06:33:31 | Livestock Health Extension Services | CIDA's contribution provides expertise to the Ministry of Agriculture to support China's efforts to improve animal health extension systems and services. The project promotes human health through the prevention and control of animal diseases by helping China meet World Organisation for Animal Health (OIE)’s compliance requirements. (Note: in May 2003 the Office became the World Organisation for Animal Health but kept its historical acronym OIE.) The project aims to strengthen measures to protect animal health in response to recent outbreaks of avian flu and severe acute respiratory syndrome (SARS). It also helps small farmers deal with the implications and challenges relating to China's compliance with OIE standards in animal health, production, and disease control. This project involves technical assistance to establish extension systems and services and to undertake pilot programs to help farmers better prevent animal disease, including diseases transmissible to humans. Ultimately, the project aims to influence policy-makers, to demonstrate the results of policy implementation, and, more importantly, to create a sustainable system for the effective delivery of animal health services through the training of trainers, farmers, and extension workers. | Closed | 2003-10-01T00:00:00 | 2011-03-31T00:00:00 | ["China 100.00%"] | Alinea International Ltd | ["Infectious disease control 30.00%", "Livestock 60.00%", "Environmental policy and administrative management 10.00%"] | 17950935.08 | Results as of the end of the project (March 2011) include: By working with the Government of China at all levels of policy development, program implementation and grassroots training, the project made important contributions to the prevention and control of potential global pandemics.
